COMPREHENSIVE PLAN

            The comprehensive plan must be developed in accordance with S.C. Code Section 6-26-510.  The minimum seven elements of the comprehensive plan and any other elements prepared for the particular jurisdiction must be designed to promote the public health, safety, morals, convenience, prosperity, general welfare, efficiency and economy of its area of concern.  Each element of the comprehensive plan must be based upon careful and comprehensive surveys and studies of existing conditions and probable future development and include recommended means of implementing the plans.  Section 6-29-340.
